Israel Proposes Humanitarian City in Rafah to Protect Civilians and Isolate Hamas

Tel Aviv, Israel — Israeli Defense Minister Israel Katz announced a bold humanitarian initiative to establish a secure civilian zone—dubbed a “Humanitarian City”—on the ruins of Rafah in southern Gaza. The plan is intended to house at least 600,000 Palestinian civilians, protecting them from Hamas influence while ensuring their basic needs and safety.

“This zone will be free of Hamas,” Minister Katz said. “Once inside, civilians will be safe—both from Israeli military activity and from Hamas threats.”

Key Features of the Plan:

  • Civic Protection: Entry into the zone will require security screening. Once admitted, civilians are not permitted to exit, ensuring security and stability within the perimeter.
  • Basic Needs Guaranteed: Residents will be provided with sufficient food, shelter, and humanitarian services, offering stability amidst the ongoing conflict.
  • Military Isolation of Hamas: The initiative aims to weaken Hamas’ control, both militarily and socially, by showing civilians a life without coercion or terror.
  • International Administration: While the IDF will secure the perimeter, Israel is calling on international partners to operate the site and manage the distribution of aid.
  • Implementation Timeline: Construction is expected to commence during the current 60-day ceasefire negotiations in Doha, pending the evolution of the security situation.

Strategic Vision:

The long-term objective is to permanently relocate civilians away from Hamas-controlled areas, creating a model of safety and recovery. According to Katz, this will send a message of hope to Palestinians that life without Hamas is possible—and better.

Gen. Amir Baram, the Director General of the Defense Ministry and Deputy Chief of Staff of the Israel Defense Forces, is leading the initiative.
